October 23, 2007 Employee Recognition
The Cape May County Board of Chosen Freeholders recognized six county employees with more than twenty-five years of service at their meeting held on Tuesday, October 23, 2007. Employees acknowledged include Robert W. Tooley, John C. Johnson, Jr., Donna Harper, Joseph R. Martino, Francis X. McAvoy, Donna L. Soffe.

Thornton, and Donna Harper at the October 23rd Freeholder meeting after receiving 25-year plaques and pins from the Board of Chosen Freeholders for their loyalty and service to Cape May County.

Freeholder Gerald Thornton presented Donna Harper with a plaque and 25-year pin. Donna began working at the County Health Department in the Family Planning Division in April of 1982 as a Health Aide. Donna was promoted to Senior Health Aide-Typing in September, 1985. Donna is a mainstay in keeping the clinic operating efficiently. She has been a vital, professional, caring counselor for the past 25 years. She is a dedicated worker that brings a warm pleasant atmosphere with her and has earned the trust and respect of her clients and fellow workers. The Cape May County Board of Chosen Freeholders presents all twenty-five year employees with a plaque recognizing them for their years of service to the county as well as a commemorative pin. A photo presentation and information will be available on the county website www.capemaycountgov.net.

6318 Robert W. Tooley

Vice-Director Sheets presented Sheriff’s Officer Robert W. Tooley with a plaque and pin for his 25 years of faithful service to the Sheriff’s Office. In February 2007, Tooley began his law enforcement career as a Correction’s Officer and seven years later became a Sheriff’s Officer. He has served in almost every unit in the Law Enforcement Division, including Court Security and Transportation. For many years he ably handled the administrative duties of fleet management. During his career Bob was often commended by his superiors, peers and the public for his congenial and professional demeanor. He and his wife, Caroline, reside in the Villas. Bob is planning on retiring on April 1, 2008.

Vice Director Sheets presented Jack with a 25-year county pin and plaque. John C. Johnson, Jr. (Jack) began his work with the County in 1982 in the Sheriff’s Department. In September of 1984, Jack transferred to the County Prosecutor’s Office. He has held various positions within the Prosecutor’s Office. Jack’s first job was as Promis/Gavel Systems Manager working for Prosecutor John Corino. Jack eventually moved to the Fugitive Unit where he handles all fugitive matters as well as being the TAC (Terminal Agency Coordinator). In 1998 Jack took on a new responsibility in the Evidence Unit as Evidence Custodian for the Cape May County Prosecutor’s Office. Jack is known for his efficiency and trustworthiness and is the type of person that goes above and beyond his job making him a valued employee.

Freeholder Ralph Bakley presented Donna L. Soffe with a plaque and 25-year county pin. Donna began working at the County Library in May of 1982 – it was her very first job. Donna was a Library Aide in 1966, 67, 68 and 1970. Donna worked at the County Historical & Genealogical Society from 1982 to 1984. She transferred to the Library as a Library Assistant in 1984, became a Library Intern while going to Glassboro for her Master’s Degree in Library Science and then became a Librarian in 1986. Donna is now a Supervising Librarian. She has been the Head of the Circulation Department, worked in the Reference Department, been the Director of the Upper Branch – working part-time in Cataloguing at the same time and is now the Coordinator of the Technology Education Center, where she has taught hundreds of computer classes to thousands of patrons.

Freeholder Leonard Desiderio presented Francis X. McAvoy with his plaque and 25-year count pin. Fran began his career with Cape May County in September of 1982 as a Maintenance Repairer/Carpenter for the Facilities and Services Department of Buildings and Grounds. It wasn’t long before Fran progressed to the title of carpenter and was assigned to the County Airport where he spent eight (8) years. While there, Fran was trained as a Fire Fighter and became a member of the Airport Rescue Fire Fighters. Fran was later reassigned to the carpenter shop and became a Supervisor in 2001. Currently, Fran is the Assistant Maintenance Superintendent for Facilities and Services. In 2006, Fran completed the prescribed courses of study for the designation of Certified Public Works Manager from Rutgers University.

6326 Joseph R. Martino

Freeholder Leonard Desiderio presented Joseph R. Martino his plaque and 25-year county pin. Joe began his career with Cape May County in May of 1982. Joe worked at the County Park before transferring to Facilities and Services as a maintenance worker and worked hard to attain the title of Senior Maintenance Repairer. Joe has a diligent nature along with an eye for detail. He has put these attributes to good use as the proprietor of the fire and safety inspections including sprinkler and alarm systems. This is not an easy task as the systems have become more sophisticated. Additionally, Joe was also instrumental in readying the jail for its accreditation with the American Correctional Association. At that time he was the Facilities’ Maintenance Supervisor at the jail and he and his crew brought their shop compliant with an almost perfect score within 18 months of his appointment at the jail.
